Florida was the first State to have a web-based Public Assistance system, partnering with MB3 during the 4 major hurricanes of 2004. FDEM first used FloridaPA.org to organize the RPA approval process which was particularly difficult with Applicants potentially existing in all 4 declarations at the same time. Beyond the RPA process, State-local Funding Agreements were then generated by the system, which lead to importing FEMA projects and then full reimbursement tracking on obligated projects.

Over the past few years, Florida has seen over 15 Federal declarations which are all managed by FloridaPA.org. The system has become fully merged with the standard operating procedure of the State, and is an integral tool in their operation. One of Florida's biggest strengths in using the system has been their full commitment to use all available functionality, leading FloridaPA.org to be the source for virtually every PA document, request form and notes. FDEM utilizes the robust custom workflow paths in the system to ensure requests, such as project closeouts, are routed the appropriate parties, leading to very specific reporting capabilities to always know real-time status.

After the oil spill in 2010, FloridaBPGrants.org was also started to manage BP grant funds distributed by the State of Florida for approved reimbursements in response to the Deepwater Horizon Oil Spill. This site is a unique project for MB3, where only non-FEMA grants are managed for State agencies only.
